Article I. Name
We call ourselves the
Science Fiction and Fantasy Club of Washington
University in St. Louis; in shorthand, SFF.
Article II.
Purpose
The purpose of the SFF
shall be to provide the Washington University
community with an opportunity to gather for the
appreciation of science fiction and fantasy
literature, media, and culture.
Article III.
Composition
§1. The SFF shall
consist of four separate but equal Branches:
Tolkien and High Fantasy Group, Science Fiction
Group, Cinema Group, and Fantasy and Gothic
Group.
§2. Each group
shall do as its name suggests for the purpose of
facilitating discussion. There shall be regular
Branch Meetings directed by one of four Branches
in such a manner that there is a weekly SFF
meeting (pending holidays).
§3. The four
Branches shall be united by executives who shall
convene at monthly Officer Meetings to ensure
adequate diversity of themes.
§4. The executives
shall establish and make public dates for
semiannual General Body Meetings (recommended at
the start of the semester) where attendance for
all members is mandatory.
Article IV.
Members
§1. The Science
Fiction and Fantasy Club is open to all,
providing that at least one-half of its members
are full-time undergraduate students of
Washington University.
§2. Membership is
acquired upon the attendance of two meetings.
Membership is revoked upon failure to attend a
General Body Meeting without an official excuse
from the Dean's Office or a favorable Verdict
from an Officers Hearing; however, membership
may be regained by again attending two meetings.
§3. Members also
receive all rights and privileges associated
with being a member of the SFF. Aforementioned
rights and privileges include:

vote
*Right to be informed
of club activities
*Right to voice
suggestions and receive a response
*Right to the floor at
General Body Meetings
*Right to run for
elected office
*Right to be heard at
an Officers Hearing
Article V.
Executives
§1.
Hierarchy
The SFF shall have 10
executive positions and a Faculty Liaison.
§2.
Positions
§§1. The
President
The President is the
Chief Executive. Duties:
*Attend at least one
meeting for at least three of the four Branches
in a given month
*Attend the General
Body Meetings
*Schedule and attend
monthly officer meetings
*Act as Chief
Magistrate of the Officers Hearing
*Perform the duties
prescribed by the Election Process
*Preside over the
General Body Meetings and Officer Meetings
§§2. The Vice
Presidents
The Vice Presidents are
the Steward, the Captain, the Director, and the
Archmage; their respective Branches are the
Tolkien and High Fantasy Group, the Science
Fiction Group, the Cinema Group, and the Fantasy
and Gothic Group. Duties:
*Attend at least their
Branch Meetings
*Attend the general
body meetings
*Attend monthly officer
meetings
*Act as Magistrate of
the Officer Hearing
*Report to the
President
*Preside over their
Branch meetings
§§3. The
Grand Nagus (Treasurer)
The Grand Nagus is the
Treasurer. Duties:
*Attend the General
Body Meetings
*Attend the monthly
officer meetings
*Prepare financial
report for officer meetings
*Allocate the budget to
ensure administrative, event, and reserve
funds
*Record and report the
financial situation of the club
*Attend required
Student Union functions
*Maintain contact with
the Student Union Treasurer
§§4. The
Communications Officer (Secretary)
The Communications
Officer is the Secretary. Duties:
*Attend the General
Body Meetings
*Attend the monthly
officer meetings
*Ensure Members are
kept informed of activities
*Keep minutes and club
records
*Act as reporter for
the Officers Hearing
*Provide content to the
Webmaster/Webmistress
*Fulfill the duties of
President until a new President is appointed or
elected
§§5. The
Public Relations Officer
Duties:
*Attend the General
Body Meetings
*Attend the monthly
officer meetings
*Promote the SFF and
its events to the Washington University
Community
§§6. The
Vedek
The Vedek is the
Community Service Agent. Duties:
*Attend the General
Body Meetings
*Attend the monthly
officer meetings
*Find and create
Community Service events for the SFF to
participate in.
§§7. The
Webmaster/Webmistress
The
Webmaster/Webmistress is the Website
Administrator. Duties:
*Attend the General
Body Meetings
*Attend the monthly
officer meetings
*Create and maintain
the club website
*Post the
Communications Officer's minutes and records.
§§8. The
Faculty Liaison
The Faculty Liaison is
a Washington University Professor.
Duties:
*Attend the General
Body Meetings
*Act as Chief
Magistrate of the Officers Hearing in lieu of
the President
*Perform the duties
prescribed by the Election Process
§3. All officers'
terms end twenty-four hours after the conclusion
of the Spring General Body Meeting.
§4. The President,
or the Faculty Liaison in Lieu of the President,
shall appoint members to vacant officer
positions with the Vice Presidents' approval at
the officers meeting following the confirmation
of vacant positions. These Appointments expire
twenty-four hours after the conclusion of the
next General Body Meeting.
§5. Removal of
Officers
*The Officers Hearing
may decide to impeach officers who are found to
be derelict of duties
*An Officer's
Membership may not be revoked
§6.
Elections
The Election Process
shall be as described:
*Elections for officer
positions expiring within the next twenty-four
hours shall take place during the General Body
Meetings
*At least one week
prior to the meeting:
- The President shall
confer with the Faculty Liaison to nominate
Members to fill the expiring Faculty Liaison
position and all expiring officer positions
excluding President.
- The Faculty Liaison
shall confer with the President to nominate a
Member to fill the position of President.
- Should there be no
President, the Faculty Liaison shall nominate
members for all expiring positions. Should there
be no Faculty Liaison, the President shall
nominate members for all expiring
positions.
- The Communications
Officer shall be given the nominations and will
make them public
*At the General Body
Meeting, Members may nominate other Members to
be candidates for officer positions
*Members may choose to
vote or abstain.
*A candidate must
receive greater than half of the votes cast. If
no candidate receives that amount, the candidate
with the fewest votes will be removed and there
will be another vote.
*A member may hold only
one officer position at a time.
Article VI.
Hearings
§1. The Officers
Hearing will convene as necessary immediately
following the monthly officers meeting
to:
*Hear Members'
appeals
*Find officers derelict
of duty and impeach them if necessary
*Suspend individuals
from attending SFF events who have acted in an
outrageously inappropriate manner
*Strictly interpret
this constitution
§2. The
Magistrates will make a decision on the case.
The Chief Magistrate shall preside and act as
tie breaker. Magistrates and the Chief
Magistrate are to recuse themselves if they have
a personal stake. Should the Chief Magistrate be
recused, the Faculty Liaison will act as Chief
Magistrate. The Reporter shall create a verbatim
record of the case.
VII By-Laws
The Officers may, by a
simple majority of all officers, create by-laws
that interfere neither with this constitution
nor with laws or rights of the Great State of
Missouri.
VIII. Crisis
In the event there is
no President or Faculty Liaison, the hierarchy
of officers shall be as follows with the highest
assuming the roll of President:
Communications Officer
-> Captain -> Steward -> Director ->
Archmage -> Grand Nagus -> Public
Relations Officer -> Vedek ->
Webmaster/Webmistress
IX.
Amendments
Constitutional
Amendments are established by a four fifths
majority of Members at the General Body Meeting
after a simple majority vote in the officers
meeting.
X. Cruelty
The SFF will not
explicitly or implicitly advocate acts of
cruelty toward other individuals or groups be
they terrestrial, alien, or artificially
intelligent, nor advocate the violation of any
individual's civil rights as defined under
Missouri Law.
